Solution.

 

New York City's DOP has established itself as the national model.  Taking advantage of fewer arrests, city and state reforms, and reporting technology, the agency found the time and money to finally bring rehabilitative practice back into gear in this century. Its Neighborhood Opportunity Network devolved the practice to the seven most disadvantaged communities of the city, where most clients live, co-locating its new offices with other city services, the centers partly run by the communities themselves. Arts programming, food kitchens, sports leagues, and other benefits guide clients on a path to redemption, agency performance a key factor in the city becoming the safest and least incarcerated in the nation.  NYC is the safest and least incarcerated large city in the nation, due not least to DOP's success.
